The Board of Alderman met with the Mayor
Roll Call - Members Present - J Rosenstein, B F Odell, and S E Noel
Action on the report of the Committee on Ordinances was postponed.
On motion, a committee of two consisting of J Rosenstein and S E Noel was
appointed to get up a plan for a calaboose and show the same to various workmen
and receive their bids to be presented at next meeting.
The chair also appointed J Rosenstein a committee of one to look into a location for
the calaboose.
Moved and seconded that we adjourn to meet Monday evening at 8 o'clock June
18th.
After adjourning, the Marshall reported $11 in the treasury.

The mayor called the council to order.

The minutes of the previous meeting were read and approved.
The committee laid the bids for building the calaboose before the Board. The bids
were tabled.
Mr. Rosenstein's report on building sites was accepted.
On motion, B F Odell was appointed a committee to visit Dodd City for the
purpose of securing a copy of their Ordinances and whatever information he
deemed useful.
The meeting then adjourned, to meet next day at 6 o'clock.

COUNCIL ROOM JUNE 19, 1883
The Mayor called the house to order promptly to receive Mr. Odell's report which
proving satisfactory was received and the committee discharged.
A number of Ordinances were then adopted, and on motion the mayor was
requested to send a copy to the Advocate Office, Bonham and to order 100 of them
struck and sent ready for the next meeting.
J Rosenstein reported that the Marshall desired action taken in regard to a salary
attached to his office. After a few minutes spent in discussing the subject, it was
decided that he should work for the fines, as customary with deputy marshalls.
On motion, a committee consisting of B F Odell, S E Noel, and J Rosenstein was
appointed to report on the best means of erecting a calaboose.
The meeting then adjourned to the 23rd inst.

Council called to order by the mayor.
At roll call - J A Lindsey, B F Odell, J Rosenstein, and I Gillespie answered to their
names.
The minutes of the two previous meetings were read and approved.
B F Odell then reported enough subscribed to proceed with the erection of a
calaboose which report was received, and the committee continued on motion of J
A Lindsey to oversee the work.
Bids were then received for the work of erecting the calaboose which resulted in
the selection of that of J R Teague for the sum of Twenty Five Dollars.
J A Lindsey was appointed by the mayor to draw up the specifications and J
Rosenstein to secure the Deed to the piece of ground offered by Dr. J A Bailey for
the location of the calaboose.
On motion, the 4th Saturday in each month was selected for the regular time of
meeting.
The meeting then adjourned.

residence any business house or any part thereof as a residence on Broadway.

ORDINANCE
Be it enacted by the council that no person within the corporate limits of Bells
shall be allowed to keep or allow any nuisance of any kind and that all premises
must be kept clean, and after being notified and on failing to remove or clean the
same, shall be deemed guilty of a misdemeanor and on conviction, shall be fined
not less than two nor more that ten dollars, and each day said nuisance or filthy
privy shall remain , shall constitute a separate offense.
On motion, council adjourned to met when called.

COUNCIL ROOM SEPT. 22, 1883
The council of Aldermen of Bells Texas met and was called to order by the Mayor, J
P Smith.
Present - B F Odell, J Rosenstein, and J A Lindsey
1st minutes of last meeting read and addopted without any corrections.
The bridge on the west side of town was ordered to be repaired. A J Ferguson took
the contract at $2 to take up the floor and close it together and furnish plank and
nails to fill the space and to renail the floor.
The following ordinances were passed.
ORDINANCE
It is hereby ordained by the council of the Town of Bells that all streets and alleys
shall be opened where any person shall complain to the mayor and for each day any
street or alley shall remain obstructed after being notified the offender shall be
fined one dollar.
All shows that charge admitance shall payr one dollar for each time they shall open
doors. This shall not apply to any charitable or religious performance or ceremony.
B F Odell was appointed inspector of flues
JJ Ferguson was appointed street overseer and ordered to work the streets under
the same rules regulating road working by the state.
On motion, adjourned to meet on Wednesday night before the 4th Sunday in Oct.
1883

At a regular meeting of the aldermen of the Town of Bells, Tex the following

R E Fields was appointed overseer of streets and is allowed $1.80 per day for work.
One day allowed for warning hands, those subject to road working under the State
law will be warned the streets are to be worked at least one day before the 1st of
March, 1884
On motion J Judsan and Jones was appointed special deputies to assist the
marshall in preserving order
On motion at the next regular meeting, the books of the town are to be compound
and balanced.

Hardware Store according to call from the Mayor J P Smith and were by him duly
qualified for office.
The Board then proceeded to organize by electing S T Hogan Chairman and A T
Wilson Secty. The Mayor then appointed the following committees:
1st - S T Hogan, S Schwartzberg and W D Elliott on Streets
2nd - Wm Eckstein, S Schwartzberg and A T Wilson committee on Finance
3rd - W D Elliott, Wm Eckstein, and S T Hogan committee on Claims
4th - Wm Eckstein, S Schwartzberg, and A T Wilson committee on Taxes
5th - W D Elliott, S T Hogan, and S Schwartzberg committee on Sanitary
relations

A claim of $6.80 being presented by W C Ellis for repairing bridge was referred to
committee on Claims. The Mayor J P Smith tendered his resignation as Mayor of
Bells, which was accepted and an election ordered for Mayor and Marshall for the
City of Bells on the 22nd day of Sept. 1884.

On a call of S T Hogan, Chairman of council, the council met in Hogan and Tongs
Drug Store. Upon a call of the roll, the following members answered to their
names W D Elliott, Wm Eckstein, S T Hogan, S Schwartzberg and A T Wilson.
The journal of last meeting read and adopted. An election having been held as
ordered by Council for Mayor and Marshall of Bells and J P Lowery having been
elected Mayor and A T Lea having been elected Marshall. They were duly sworn
in office. On motion the council decided to meet on the 2nd and 4th Wednesday
nights of each month at 7 PM. The council voted that the Marshall shall settle with
the council at each regular meeting. S T Hogan was appointed to inspect the flues
and report all that were unsafe. W D Elliott was elected Treasurer of Council. On
motion, Art. 12 . 8 be and are hereby repealed. By order of the council, H W Jones
was appointed Street Overseer to be allowed $1.00 per day. By vote of council
there was a meeting of the citizens of Bells called to give an expression as to
whether they wanted a tax levied by council. W D Elliott, J P Lowery, and A T
Wilson were appointed to investigate the Books of former council. There being no
further business before council, adjourned in regular order.

(The following is a letter written 8-8-1895 from Maxey & Vowell Lawyers)
Council called to order by J P Lowery, Mayor . On the call of the roll, the members
all answered to their names. The Journal of last meeting read and adopted. The
Marshall being absent, by a vote of the council his report was laid over until next
meeting. S T Hogan reported that the flue at the Post Office, also the one at
Monroe Barbers shop are unsafe, report read and committee discharged. The
committee on claims asked further time in regard to W C Ellis' claim which was
granted. The comm. appointed to examine the Books of former Council report that
said Books do not balance and recommend that they be not received until they do
balance. Report received and committee discharged. By vote of council, it was
ordained that any person selling beef, mutton, or pork in less than a quarter shall
pay a tax of $3.00 per annum.
Council adjourned to next regular meeting.

The mayor being absent, the council was called to order by S T Hogan, Chairman.
Members all are present. Journal of last meeting read and approved. The
committee on claims report that they have examined the account of W C Ellis for
repairing bridge and recommend that said account be paid, report received and
Treasurer ordered to pay same. A T Wilson was appointed to see B F Odell -
Treas. of former council and notify him to meet with the council at its next meeting
in order to explain the discrepancies in Books of former council. An account of
$8.25 was presented by J H Cross for team and driver working of streets which was
allowed. On settlement with Marshall he turned over $24.00 to Treas collected on
fines. S T Hogan turned over $6.00 collected on fines. Adjourned to regular
meeting.

The Board of Aldermen convened at the call of J P Lowery, Mayor. Members all
present. Minutes of last meeting read and adopted. The Com. appointed to
examine the Books of former council were granted further time. The council
adopted the State road law, Mr. Fields was appointed State Overseer. H M Jones
leaving. By a vote of the council, it was enacted that any minor who shall get off or
on a RailRoad train while in motion within the corporate limits of Bells, shall be
fined not less that one nor more than $10.00. By a vote of the Council, it was
ordered that all fines collected shall be paid to the Marshall as a salary. Said fines
are not to exceed $40.00 per month, be it further enacted that the present indebted
of the town be paid and all necessary expenses be paid out of said fines and cost.
Adjourned to next Wednesday night.

all present. The journal of Oct. 22nd read and adopted. B F Odell, Treas. of former
council being present, made the following report. Received of Mayor and Marshall
of Bells $155.30, Borrowed of citizens of Bells $62.50. Total $217.80. Paid out
as expenses $139.90. paid back citizens $47.50. Total $187.40 leaving a balance of
$30.40 due the citizens and council of Bells. No further business appearing, the

The council met at Hogan and Tong Drug Store. Aldermen present: Wm Eckstein,
W D Elliott, S Schwartzberg, and S T Hogan. The reading of the Journal of last
meeting postponed until next meeting - the Secty being absent. W D Elliott was
appointed Secty Pro-Tem. The council by vote ordered all streets and alleys
opened. No further business appearing, the council adjourned.

effect Sat. Feb. 7th, 3 PM which was accepted. S T Hogan presented a claim of
$1.25 for money paid out for nails and work on bridge allowed. J P Lowery
presented a claim of $5.00 of money collected by A T Lea allowed if in accordance
with former orders. Motion made that five ladders be made for the protection of
the town in case of fire. Motion carried and S T Hogan was appointed to see after
the matter. Adjourned

Hogan reported that he had 4 ladders made as appointed and presented bill for the
same amounting to $4.15. The council appointed W D Elliott and S Schwartzberg
to examine the ladders and report at ntext meeting and investigate the bill of
Waples Bro. A communication was read from W W Glidewell requesting that
Gentry Street be opened. On motion, W D Elliott, S Schwartzberg, and Wm
Eckstein were appointed to investigate said street. The chairman appointed A T
Wilson to see B F Odell former Treas and notify him to meet with the council in
order to get him to a settlement. No further business appearing, the council

The Chairman called a meeting for the purpose of ordering an election for Mayor,
Marshall, and Aldermen of Bells to be held on the 1st of April, 1885. Bill
presented on ladders accepted and ordered paid. S Schwartzberg appointed to
investigate and ascertain where the street between B F Odell and J R Mayton. Bill

The newly elected members of the city council met at Smith & Barrows store and
was called to order by J P Smith, Mayor. The aldermen were then sworn in and the
council was ready for business.
J R Barrow was then elected secretary and B F Odell Treasurer.
The mayor then proceeded to appoint the permanent committees.

On motion, the first Monday of each month was made the regular time of meeting.

The town officers of the expiring term having presented themselves with
their
books and papers for settlement. On motion it was ordered that they be legally
summoned to appear before the council with their books and papers for settlement
at its next meeting.
The council then adjourned to meet on Thursday, April 23, 1885 at Haroldson's
office which was made the regular meeting place.

The Council met and was called to order by J A Lindsey, acting mayor. The
minutes of the last two meetings were read.
On motion it was decided to appoint a road overseer and on motion the mayor
appointed the marshall who was directed to have the streets worked.
On motion Mr. Haroldson was appointed attorney for the town at a salary of 25
dollars per quarter.
The treasurers report was referred to the committee on finances
On motion, the council adjourned to meet on Monday, May 4, 1885
at the next meeting to levy a tax on all real and personal property in the town of
Bells and also a poll tax.

The meeting was called to order by J A Lindsey, chairman. On motion a chairman
of the board of aldermen was elected whose business it was made act as mayor in
the absense of the regular mayor and J A Lindsey was elected chairman. On
motion it was decided to appoint a committee to inspect all premises in the limits of
the town and cause them to be cleaned.
B F Odell and S Schwartzberg were appoint as sanitary committee and (the lower
left hand side of this page is missing.) physicians of the town.
On motion the finance committee was allowed more time to report on the
treasurer's report of the old board. On motion it was decided to make the attorney's
fee five dollars in all cases in the mayors court unless an appeal is taken when the
fee shall remain at ten dollars. On motionthe council adjourned till next regular
meeting.

the council present. Minutes of the previous meeting were read and adopted. The
sanitary committee reported the sanitary order posted and some work done.

ORDINANCE
Be it ordained by the town council of the town of Bells that all streets and alleys in
the town of Bells shall be opened whenever complaint is made by any citizen of the
same, that the streets or alleys leading to his property or to property which he
represents have been obstructed or closed up, and that all ordinances in conflict
with this ordinance are hereby repealed.
Council then adjourned to meet on Wednesday the 8th of July, 1885.

The mayor then announced that it was in order to elect a marshall to serve for the
unexpired term of W C Ellis resigned.
A ballot was taken and seconded in the election of J Lea as marshall. All present
voting for him.
On motion, J S Price was allowed to contract for lumber to bridge a ravine in the
street leading to his property.
On motion, W Adams bill for board of prisoners was allowed.
On motion, the council then adjourned to meet on Monday, Sept. 21st, 1885
Be it resolved by the town council of the town of Bells that the salary of the town
marshall be fixed at $5 per month and all the marshalls fees be turned into the city
treasury.

The following motion was passed. Motion - The ordinance to assess and collect a
tax in the town of Bells having been posted in three public places for ten days, the
marshall is hereby authorized to proceed to assess and collect the tax as specifies in
said ordinance and in the time specified.
Several streets and other improvements were discussed but action was postponed
until such time as there should be money in the town treasury to work with. The
council then adjourned to the next regular meeting.

Meeting was called to order by the Mayor it being a called meeting for the
transaction of general business.

The secretary not being present, the mayor appointed J A Lindsey to act as secretary
pro-tem.
The council then proceeded to discuss the question of taxation.
A motion was made by J A Lindsey to post notices in the town at once showing
what the object of the tax is or what the money shall be used for and seconded. Put
to the house by the Mayor and carried.
J A Haralson then presented his resignation as attorney and the board accepted the
resignation of the attorney and ordered that he be paid for his services up to the
present time which was presented and allowed to the amount of $15.00
Motion was then made tendering to J A Haralson the thanks of the Board for his
efficient services as attorney for the town, which being seconded was then put to
the house and carried unanimously.
The treasurer B F Odell was then called on for a settlement.
Wherefore he presented statements of all the monies received by him during all the
time he occupied the office of treasurer since the town was incorporated. As
treasurer for 1883 - received $155.30 paid out $145.65 balance due town for said
year $9.65
For the year 1885 received the sum of $42.50 paid out $37.50 balance due $5.00
Leaving balance in the treasury of $14.65

On motion, it was decided to take up the foot-bridge near the major bridge on the
creek near T&P RR and place above at the school crossing.
Account of J Wills was presented and referred for more explanation.
On motion, all taxes unpaid on Jan. 1st were declared to be delinquent, the
Marshall ordered to proceed to collect the same by law.
No further business coming up, the council then adjourned to meet at the next

administered to them by D B Mitchell, Mayor. Where you the council convened in
session and the following business was transacted. G D Stephenson elected
chairman of Board. J T Hicks elected Treasurer A T Wilson elected Sec. By vote
of the council, the Treasurers and Marshalls bonds were fixed at $500.00 each with
good and sufficient surety and they were instructed to have them ready to submit to
the council at its next meeting. On motion, adjourned to meet at 4 oclock pm April

marshalls bonds being presented to the council and the council deeming the sureties
good and sufficient, the bonds were accepted.
(Repealed) By a vote of the council all ordinances, laws, by-laws, etc., heretofore
passed by former councils of the Town of Bells since the adoption of the printed
ordinances of June the 19th, 1883 are hereby repealed. It was enacted that any
person leaving a team hitched to any buggy, carriage, wagon, or any other vehicle
on the streets of Bells shall be fined $5.00 The council ordered the Marshall to
have the streets worked making all work who are subject to road duty. All so
subjects that fail to work shall pay $1.00 per day. It was also enacted that any
person hitching a stallion to any rack on the streets of Bells shall pay a fine of
$1.00. It was further enacted that the Marshall shall be allowed his fees in all cases
and after the necessary expenses of the town are paid, the Marshall shall be allowed
all the fines not exceeding $40.00 per month. Also he shall be allowed $1.00 per
day while notifying hands and working the streets. No other business appearing,
the council adjourned to meet next Tuesday 8 oclock PM

Council convened as per adjournment. Mayor and aldermen all present. Minutes
of last meeting read and approved. On motion, the Mayor appointed J T Hicks a
committee of one to wait on B F Odell, Esq. former Treasurer and request him to
meet with the council at it's next meeting with his book in order that the council
may ascertain the financial condition of the council. Be it ordained by the council
that any person not in the employ of the RR co getting on or off of the train while in
motion within the corporate limits of Bells shall be fined not less than $2 nor more
than $5. It was also enacted that any and every foot peddler exhibiting or selling
goods in Bells shall pay a tax of $1.00, every wagon peddler shall pay a tax of
$2.00 also any travelling person exhibiting prize packages, sleight of hand tricks,
games of chance, or any and all other games of like nature shall pay a tax of $10.00.
Any circus or any menagerie exhibiting within the corporate limits of Bells shall
pay a tax of $10.00. Any person shooting with bows and arrows within said
corporate limits shall be fined $1.00. All delivery wagons operating in Bells shall
pay a tax of $4.00 annually, payable quarterly in advance. Adjourned to meet next

The resignation of G D Stephenson as one of the aldermen of said town was
received by the Mayor and accepted by the council.
On motion of alderman Wells the proposition of J N Ferguson to trade to the town
of Bells certain lands - lieing north of Dugan and Schwartzberg lots and south of
Main Street, Bailey Junction running north of and with Main Street of the town of
Bells was accepted and ordered that said proposition be accepted for and in
consideration of all the streets and alleys being east of Bonham and North of Main
Street, Bailey Junction belonging to the town of Bells.
On motion, it was ordered that the ordinance passed April 20th, 1886 taxing
delivery wagons be so amended that any person or persons doing their own hauling
with their own teams be exempt from paying said tax and that any person or
persons other than those exempt refusing to pay said tax shall be fined not less than
two dollars nor more than five dollars. There being no other business before the
council, the council adjourned to meet at next regular meeting.

There being a vacancy council by the resignation of G D Stephenson, J P Smith was

Well on Main Street in said town of Bells or carrying water from said well to water
stock with, shall be fined not less than one dollar nor more than five dollars for
each offense.

Meeting called to order by Thos Wells, chairman. Minutes of last meeting read and
adopted. Present - John Wells, J R Badgett, Thos Wells Sr., Dr. Odell, and J W
Huffer Aldermen. The committee appointed to inspect the bridge near Col.
Shumates consisting of J R Badgett and Thos Wells report the bridge in safe
condition but will need a banister and some other minor repairs. Mr. Click was
appointed a committee of one to repair the calaboose. Committee to report costs
etc. at next meeting.
Be it enacted that any hogs found roaming at large within the corporate limits of the
town of Bells shall be penned in a public pen by the Marshall and advertised in
three public places for ten days in the town. The Marshall shall charge 25 cents per
head for penning and 10 cents per head daily for feeding said hogs and at the
expiration of 10 days if not redeemed by owner, shall be sold to the highest bidder
for cash and the costs or expenses of the proceeds shall go to the Marshall fund and
the balance to the owner of the hogs. No other business the meeting adjourned to
meet Friday night the 13th of May, 1887

Whereas the M K & T Railroad Co. for and in consideration of the granting of the
right of way over thirty feet of the eastern side of Commercial Street and other
privileges granted them by certain citizens of the town of Bells and mentioned in
the deeds from said citizens. There they, the said MK&T RR Co. will build a new
passenger depot and remove the freight depot to a point more convenient to the
business of the town, now therefore be it ordained that the eastern half (30 feet) of
Commercial Street on its whole length be and it is hereby conveyed to the M K & T
RR Co. for their use for the purpose of building additional side tracks and Depot
facilities. Adjourned

Be it enacted that the bridge east of Col Shumates be repared. On motion of the

supreentend the building of the bridge until it is completed. On motion of the
council, Thomas Wells be appointed Mayor Pro-Tem. Motion carried. On motion
that all property in side of the corporation be taxed 10 pres cts on the hundred
dollars worth for the benefit of reparing side walks in the town. Be it enacted that
any person or persons hitching horses to any awining in the town shall be fined not
less than one dollar nor more than three dollars. Also that most rubbish shall be

Be it ordained that a pole tax be levied on each citisen of Bells to the amount of
fifty cents per head for to pay the indebtness of the said Town. Be it ordained that
the marshall is authorised to collect the delinquent tax and said marshall is to have
15 per cent of the amount collected and it is further ordered that the Judges &

Texas is allowed and approved for fifty one dollars and fifty one cents, be it further
ordered that marshall be allowed for his servises, his cost, and half the fines
imposed by the mayor. Be it further allowed that the marshall have half of the
pedler and dray licens fees and show licens fees. Be it ordained by the counsell of
Bells that it shall be unlawful for any one to sweep or throw in the streets of said
Town of Bells any straw or paper trash or any other litter or wast except such as are
combustible and the same be immediately burned and any violation of this

Be it enacted that S T Hagan was elected Mayor pro-tem to act as Mayor. Be it
ordained by the Town Counsell of Bells that any one throwing or knocking of balls
on the main public street and side walks of Bells shall be fined not less than one
dollar nor more than five dollars. Be it enacted that the counsell agree to cut a new
box around the well belonging to said Town of Bells in Main Street and all other
lumber that is necessary to do such work. Be it further ordered that fifty cents be
allowed to pay for nails to repair side walk. No further business at present, adjourn
untill 1st Monday night in August and be it further ordered that the counsell of
Bells hire a man to repair side walks. The counsell appoints N C Ferguson to have
the work done and charge the same to the Town of Bells. Work shall be done as

Be it orddained that the committee has examined the assesors books & made a
verbal report and recamend the assestment of Dr. Pucket and Epstein be raised from

Be it ordered that a city tax be levied on all real estate & personal property in the
town of Bells for 1/4 of one percent on each hundred dollars. All tax not paid by
January 1st - 1891 shall become delinquent. Be it further ordered that the marshall
be allowed 15 percent on the first hundred dollars collected & 10 percent on the
remainder for assesion & collecting. Be it further ordered that N C Ferguson is
elected Sec & Treas for the town of Bells. Be it further ordered that the marshall
shall call the hands in the said town of Bells to work the streets in said town. Each
man shall not work more than 5 days & not less than 2 days. Each man has the
right to pay one dollar in cash for 2 days work. Be it further ordered that the
marshall be paid one dollar and fifty cents per day for working the road hands and

Noel his resignation was accepted. He was paid $5.00 in full for services rendered
6 months & 18 days. On motion of S E Noel, Mr. Prince was appointed marshall
and that he would have to make a bond for same. The following walk was ordered
built, a 3 plank walk running from B D Kings corner to JJ McCollums corner and
from N C Fergusons to the Christian Church and all the old walks to be repaired. S

The following petition was presented for the undersigned citizens and voters
included within the bounds mentioned below to hereby petition your honorable
body to extend the limits of the incorporation of the Town of Bells, Grayson
County, Texas so as to include the territory within the following described bounds
to wit; Beginning at the southwest corner of incorporation limits of the town of
Bells, Texas thence South to intersect the Bells & Kentucky Town road, thence east
to Cornileson Creek, thence north along the bridge of said creek to the southeast
corner of the incorporation limits of said town. Thence along its south line to the
place of beginning.

C Ford was appointed street overseer and to be allowed one dollar per day for every
day that he works. On motion of N C Ferguson & second by Dr. Deathrage, J E G
Pierce was given purmition to butcher in his Pig Pen, provided that it was kept
clean from all bad stenches & the heads & feet of boers be halled off. The council
ordered the treasurer to pay J E G Pierce five dollars on acct as marshall. On
motion N C Ferguson & seconded by Dr. Deathrage, the council closed, no further
business appearing.

calaboose & to have any work done that might be needed. On motion W C Ford

lumber to build and repair side walks. On motion of W S Roddy, a three foot walk
was ordered to be built from T & P Rail Road & run north to W C Fords northeast
corner thence west on _____ Street to the old Lowery place where Helms now
lives. On motion of N C Ferguson a two plank walk was ordered built from Main
walk to S R..isnbys west of walk running north and south. On motion of W S
Roddy the old 2 plank walk running up Switch Hill was ordered to be used in
bulding & repairing other walks. On motion of W C Ford the lumber bill was
ordered to be paid when presented to treasurer. On motion, W S Roddy was
allowed 50 cents per head for killing & hauling of dogs. On motion of N C
Ferguson the council closed.

The old council having finished up their business, the mayor proseeded to
administer the oath of office of J W Reynolds who was elected mayor on the 3rd
day of April, 1894. J W Reynolds administered the oath of office to the following
newly elected Alderman R L Allen, R C West, A Palmer, F M Simpson. On
motion of A Palmer, R C West was elected president protem. On motion of R C
West, R L Allen was elected Secretary. On motion of F M Simpson, A Palmer
elected Treasurer. The following standing committees was appointed

violating said ordinance shall be subject to a fine not less than one dollar nor
exceeding five dollars.

Dear Sir: The state law now is as follows, "All male persons between the ages of 45
and 21 shall be liable for road duty except ministers in the active discharge of their
ministerial duties, invalids, members of the militia and members of volunteer fire
companies." There is nothing in the law exempting post-masters or their deputies
or cripples unless they come under the head of invalids. Of course your right to call
these parties out will depend upon an ordinance. I suppose you have one, if I can
serve you further, please call upon me.
